Description: To provide a confidential, non discriminatory administrative support service to both the Adoption panel and the Fostering and Adoption service in line with the Adoption and Children’s Act 2002.Within the Department the post holder will have contact with staff and managers at all levels and contact with outside agencies and other professionals.Produce clear and concise minutes expressing the views of the panel within specific timescales.The accuracy of these minutes can be relied upon in Legal proceedings.Liaise with the independent chairperson and adoption adviser and ensure that relevant staff are fully informed and attend as required.In consultation with the Panel chair and Adoption adviser, make decisions around prioritising attendees in accordance with urgency or sensitive nature of the case.Maintain an effective administrative system to ensure that information is current, accessible and in line with minimum standards.Produce accurate statistical information on the attendance at panel noting specific issues.Participate in periodic reviews of the Service and assist in effecting changes of working practice.Utilise the information technology available within the Department to its fullest extent.Provide training and induction for newly appointed Departmental and Service staff and monitor standards.Undertake special tasks and assignments as required.Special requirementsThe post holder will have the ability to acquire an in-depth knowledge of the Departmental and Adoption regulations as they relate to the post holders responsibilities, so that advice and guidance can be given to colleagues and service users.The post holder will be required to be highly skilled minute taker and organiser.The post holder must be able to communicate effectively at all levels and have excellent written skills.The post holder will be working independently of detailed supervision and therefore is required to be able to prioritise workloads in accordance with prescribed timescales and use personal judgement on urgency.The post holder will be required to have personal skills that are essential to deal with disturbing and often unpleasant information whilst carrying out their duties.The post holder will be required to have excellent interpersonal skills and the personal qualities of assertiveness, discretion and self confidence in dealing with others and should be able to work constructively and in a flexible way with others in a team to achieve common goals.Arrange refreshments and room booking at the beginning of each year.Hold the electronic panel diary and confirm bookings.On submission of paperwork and medicals from social work colleagues, collate and disseminate panel folder including feedback forms.Attend and minute the Adoption Panel.Submit the case monitoring spreadsheet and reports from SWIFT.The Secretary will extract the relevant facts and views expressed on which decisions are based, producing a fair unbiased account in sufficient detail to ensure that all statements made and opinions expressed are accurately recorded.Minutes will be stored in a secure setting for many years in accordance with regulations.On approval, extracts will be made, notification letters written, Swift updated and filed.To provide minute taking and administrative support to ad hoc disruption meeting and pre-placement planning meetings as requested by Operational Managers. To deal with all contacts in keeping with Customer Care policy, having particular reference to the needs of specific service users.Being able to respond in an appropriate way to a wide range of contacts from senior staff from the Council and partner agencies.To operate a positive commitment to the Council’s Equal Opportunities Policy.To carry out any other appropriate duties as may be required by your Manager and the Director of Social Services.
