Swim Recruitment are looking to recruit a full time Procurement Officer to work for Leicester City Council.The role will be to provide an effective and efficient technical support to the procurement team.These will include, as appropriate, those that reflect key corporate priorities, for example, Cultural Diversity, Social Justice, Environmental Quality and Economic Prosperity. Develop, implement and maintain Corporate Procurement Standards Procedures and Systems to produce outcomes that deliver the strategic procurement objectives.1. To develop, implement and maintain appropriate strategic procedures, management information and data collection using a variety of resources.2. To support the development and continual review of the Corporate Procurement Framework and delivery of National Procurement Initiatives e.g. National procurement Strategy and Gershon efficiencies.3. Facilitate cultural change throughout the authority to deliver effective and efficient procurement practices, supporting and advising at all levels of the authority.4. To develop suppliers in their understanding/knowledge of local authority procurement practises and procedures.5. To develop and implement systems corporately to enable the audit of compliance with the corporate framework.6. Develop and maintain close working relationships with ESPO to improve LCC's use and level of spend.7. Manages, develops and maintains systems to positively reduce the amount of off-contract/unauthorised expenditure throughout the authority.8. Ensure systems, procedures and practices are developed to reflect the e- procurement strategy.1. Makes recommendation for procurement efficiencies both direct and indirect.2. Manage the creation of financial Procurement information from raw FMIS data, use this information together with networking, and Corporate liaison knowledge to enable recommendations for innovative efficiencies and aggregation to be made.3. To ensure the information systems and requirements required for production of Corporate Regional and National statistics are met. 4. Develops and administers Procurement Training Corporately.5. Proactively consults and collaborates corporately across the authority to facilitate procurement best practice.6. Manages allocated staff including, analysts, contract co-ordinator and vendor maintenance and relevant resources in a performance-oriented manner.7. Carries out research as required, producing innovative recommendations. Creates and presents regular reports to the corporate procurement group and departmental management teams.8. Undertakes and leads on individual strategic procurement initiative/tendering projects. Chairs specific departmental and corporate groups as directed by the Corporate Procurement Manager.9. Chairs on behalf of the corporate director the departmental delivery of the strategic agenda within the department.Ideally you will have previous procurement experience and be available full time.
